Restrictions
Healthcare providers shall only be entitled to deny care for the patient, if admission of the EU patient would endanger the uninterrupted performance of tasks arising under a territorial responsibility to provide healthcare. In the case of specialized care not bound to referral, care cannot be denied from EU patients by reference that the healthcare provider does not have any territorial responsibility to provider healthcare in their respect.
Denial of healthcare shall be justified in writing.
Complaints, restitution procedures
In the Hungarian healthcare system, one of the fundamental rights of patients is the right to file a complaint. This shall also apply to EU patients, in the course of using cross-border care. Patients’ rights and obligations are available
here (Act CLIV of 1997 on Healthcare).
